Raj Kumar Goswami
Raj Kumar Goswami is a retired Indian Naval Officer and an accomplished academic leader. Over 30 years he was a part of the Indian Navy and ended his career on 30 November 2020 as Commodore. As part of his naval career, he was instrumental in leadership, technical, operational, and team-building roles, process improvement, modernization planning, and project management. One of his major contributions was the naval modernization, where he also ensured the smooth upgrade of warships and developed software systems that would make refit and maintenance more efficient.

After he left the active service, he has decided to follow his beloved teaching and became an academic. He is Gayatri Vidya Parishad College of Engineering for Women faculty member. Professor and later Principal, he was responsible for the academic and administrative functions of the institution. His professional history is a powerful mix of defence engagement, technical skills, and dedication to education and institutional development.
Early Life & Education
Raj Kumar Goswami was born on 1st December 1964 in Sirauli, District Bareilly, Uttar Pradesh. Born to humble beginnings, his father served in the State Government while his mother was a homemaker. He has a broad and varied academic knowledge base, which covers not only his primary field of engineering but also areas of management, information technology, cyber security, and other alternative disciplines. Besides a PhD in Electronics and Communication, he also has several postgraduate degrees, diplomas, and professional certifications from the best Indian and foreign universities, which is a testament to his perpetual learning and interdisciplinary brilliance.

Career
1994 – 1996: Deputy Electrical Officer (Indian Navy) From November 1994 to May 1996, he served as a Lieutenant onboard a naval warship as Deputy Electrical Officer. He was responsible for the maintenance of radars, gyro navigation aids, electronic warfare systems, computer-aided action information systems, and weapon equipment. He also trained ship personnel on these advanced systems.
1996 – 1997: Assistant Project Director, DGNP (Mumbai)
Between May 1996 and July 1997, he worked as Assistant Project Director at the Directorate General of Naval Projects (DGNP), Mumbai. His role focused on project management and coordination for naval systems.
1997 – 1998: M.Tech at IIT Delhi
From July 1997 to December 1998, he pursued M.Tech in Radar and Communication at IIT Delhi, specializing in underwater communication systems.
1999 – 2003: System Manager, WESEE (New Delhi)
Between January 1999 and October 2003, he served as System Manager at WESEE, New Delhi. During this period, he was deputed to IIT Delhi, where he single-handedly developed a data link RF modem algorithm using the SHARC ADSP-21060 processor, progressing from MATLAB simulation to C and machine-level coding.
2003 – 2005: Electrical Officer (Warship)
From October 2003 to May 2005, he worked as Electrical Officer onboard a warship, heading a department of over 55 personnel. He managed power systems, communication equipment, and technical training.
2005 – 2008: Head, IT Department (Naval Dockyard, Visakhapatnam)
Between May 2005 and May 2008, as a Commander, he headed the IT Department at Naval Dockyard, Visakhapatnam. He oversaw IT staff training, hardware maintenance, and in-house software development.
2008 – 2010: Officer-in-Charge, Weapon Equipment Depot
From May 2008 to April 2010, he led the Weapon Equipment Depot, Visakhapatnam, managing procurement, inventory, accounting, HR, and overall administration.
2010 – 2011: Electrical Officer (Capital Warship)
Between April 2010 and June 2011, he served as Electrical Officer on a capital warship, managing propulsion systems, radars, sonar, weapons, and power distribution.
2011 – 2012: Command IT Officer, Eastern Naval Command
From June 2011 to May 2012, as a Captain, he was responsible for IT management across the Eastern Naval Command, including automation projects, infrastructure maintenance, budgeting, and training.
2012 – 2013: Higher Defence Management Course
Between May 2012 and April 2013, he completed the Higher Defence Management Course at CDM, Secunderabad, and was awarded a Master’s degree in Management Studies from Osmania University.
2013 – 2016: Additional Command Electrical Officer
From April 2013 to October 2016, he served as Additional Command Electrical Officer, overseeing electrical, electronic, and weapon systems across the Eastern Naval Command, along with personnel training.
2016 – 2018: Director, Modernisation Monitoring Team
Between October 2016 and February 2018, as a Commodore, he headed the Modernisation Monitoring Team, responsible for planning, monitoring, and execution of Indian Naval warship modernisation programs.
2018 – 2020: Senior Command Electrical Officer
From February 2018 until retirement in November 2020, he served as Additional Command Electrical Officer, managing weapons, electronics, and electrical systems across all Eastern Naval Command units.
2020 – 2021: Professor (Engineering Education)
After retiring from the Indian Navy on 30 November 2020, he joined Gayatri Vidya Parishad College of Engineering for Women, Visakhapatnam, as a Professor, teaching B.Tech and M.Tech students.
2021 – Present: Principal
Since July 2021, he has been serving as Principal of Gayatri Vidya Parishad College of Engineering for Women, overseeing academic leadership, institutional administration, and hostel management.
PhD Supervision (2025)
He served as Co-Supervisor for a PhD scholar at Andhra University, guiding research on AI-based image inpainting techniques for restoring deteriorated antique images.
