Raj Kumar Goswami is a retired Indian Naval Officer and an accomplished academic leader. Over 30 years he served in the Indian Navy and superannuated on 30 November 2020 as Commodore. As part of his naval career, he was instrumental in leadership, technical, operational, and team-building roles, process improvement, modernization planning, and project management. One of his major contributions was the naval modernization, where he also ensured the smooth upgrade of warships and developed software systems that would make refit and maintenance more efficient. He was deputed to IIT Delhi for developing the Data Communication algorithms for multipath channel and implemented the same on SHARC processor.
After he left the active service, he has decided to follow his passion teaching and became an academician. He joined as professor in Gayatri Vidya Parishad College of Engineering for Women, Visakhapatnam and later took over as Principal, wherein his responsibilities include academic and administrative functions of the institution. He has published more than 90 research papers in various national and international journals such as IEEE, Elsevier and Springers. His professional history is a powerful mix of defence engagement, technical skills, and dedication to education and institutional development.
Early Life & Education
Raj Kumar Goswami was born on 1st December 1964 in Sirauli, District Bareilly, Uttar Pradesh. Born to humble beginnings, his father served in the State Government while his mother was a homemaker. He has a broad and varied academic knowledge base, which covers not only his primary field of engineering but also areas of management, information technology, cyber security, and other alternative disciplines. Besides a PhD in Electronics and Communication, he also has several postgraduate degrees, diplomas, and professional certifications from the best Indian and foreign universities, which is a testament to his perpetual learning and interdisciplinary brilliance. For recognising his accomplishments, he has also been awarded Honorary PhD in Leadership by World Culture & Environment Protection Commission and Doctorate in Science (Honoris Causa) by Global Environmental University of America.

Career
1982 – 2020: Indian Navy
He served in a wide range of progressively responsible technical, operational, and leadership roles within the Indian Navy, culminating in the rank of Commodore. His career began as a Deputy Electrical Officer, overseeing the maintenance and operation of complex shipborne systems such as radars, navigation aids, electronic warfare, and combat information systems, along with crew training. He subsequently contributed to naval project management at DGNP, Mumbai, and strengthened his technical foundation through an M.Tech in Radar and Communication from IIT Delhi, with a focus on underwater communication. He played a key role at WESEE, translating advanced MATLAB simulations into real-time DSP implementations for naval data link systems. His sea tenures as Electrical Officer on frontline and capital warships involved leadership of large departments and responsibility for propulsion, power, sensors, weapons, and communication systems. Ashore, he headed IT and weapon logistics organizations, managed large-scale administration and procurement, and led IT infrastructure and automation initiatives across the Eastern Naval Command. After completing the Higher Defence Management Course and earning a Master’s degree in Management Studies, he served as Additional and Command Electrical Officer, training personnel and supervising critical technical systems. He also headed the Modernisation Monitoring Team, where he planned and monitored major Indian Navy modernisation programmes.
2020 – 2021: Professor (Engineering Education)
On November 30, 2020, superannuated from the Indian Navy and took up the position of Professor at Gayatri Vidya Parishad College of Engineering for Women, Visakhapatnam, imparting knowledge to B.Tech and M.Tech students.
2021 – Present: Principal
He has been the Principal of Gayatri Vidya Parishad College of Engineering for Women since July 2021, providing academic leadership, institutional administration, and handling of hostel management.
PhD Supervision (2025)
Under his supervision as Co-Guide one student of Andhra University, Visakhapatnam has been awarded PhD in 2025 on the research topic “Hybrid Exemplar based DLSRGAN Image Inpainting Technique for Recovering the Deteriorated Antique Images”.
